Dear Environment Sector members:
One of the key values we strive to provide for our members
is leadership in the scientific community. One indicator of
our success is the selection by the Intergovernmental Panel
on Climate Change (IPCC) of three of our Climate staff members
as lead authors on the upcoming IPCC Fifth Assessment Report.
They will serve on the writing team of the Working Group III
Report, “Mitigation of Climate Change.” The three
are Richard Richels who will serve as lead author for the
chapter titled, “Drivers, Trends and Mitigation,”
and Geoff Blanford and Steve Rose, who will be lead authors
for the chapter titled, “Assessing Transformation Pathways.”
They are three of the approximately 200 people selected from
more than 3000 nominations to work on the report. Also, a
recently completed National Research Council report on America’s
Climate Choices had two chapters authored by EPRI staff members.
And our greenhouse gas emissions offsets workshops continue
to receive accolades from all parties as “can’t-miss
events.”
On the regulatory front, we are assuming a leadership role
in providing members, regulators, and other stakeholders with
the best possible information on several important issues.
Here are a few examples:
- technology demonstrations, scientific information, and
economic assessments for the Clean Water Act Section 316(b)
cooling system/fish protection rulemaking
- independent review of the hazardous air pollutant Information
Collection Request data
- innovative technologies to remove mercury and selenium
from power plant water discharges in anticipation of more-stringent
effluent guidelines
- data analysis and economic information in response to
EPA’s request for comments on the proposed coal combustion
residuals rulemaking
- establishment of a first-of-its-kind water quality trading
program in the Ohio River Basin
- tools and methods to meet anticipated NERC transmission
line vegetation management standards
- health and risk studies to inform EPA’s decision
on the wide-ranging arsenic cancer slope factor (potentially
affecting groundwater cleanup, pole management, and air
emissions management)
- exposure assessment for crystalline silica, beryllium,
and chromium welders and power plant employees
This next issue of Quick News will arrive in September,
as we skip one summer issue because of vacations of our staff
(and yours). Here’s hoping that you all have a
wonderful summer and have an opportunity to spend some time
relaxing with friends and family.

held on May 26–27 in Washington, DC. Members of

from the workshop and discussed future direction of EPRI’s
air quality research, particularly in the health effects

Program 91: Assessment Tools for Ozone,
Particulate Matter, Regional Haze and Atmospheric Deposition |
. EPRI’s Stephanie Shaw described
progress on the development of a continuous measurement
system for nitrogen in both gas and particle phases at
a recent Environmental Protection Agency (EPA) Science
to Achieve Results (STAR) program seminar. |

In late April, EPRI researchers measured a suite
of particle- and gas-phase constituents at a power plant
cofiring biomass with coal. |
|
. This paper describes the
first-ever field measurement of high molecular weight
nitrogen-containing organics, using a single-particle
time-of-flight mass spectrometer. |

Co-authored by EPRI’s Eladio Knipping and
Stephanie Shaw, this paper presents results from field
measurements made during the 2008 August Mini-Intensive
Gas and Aerosol Study, when researchers chemically characterized
and quantified particle-phase isoprene-derived epoxydiols
for the first time. |

Leadership Roles for EPRI Staff in Next
International Climate Change Assessment.
EPRI’s Richard Richels, Steven Rose, and Geoff
Blanford were invited to be lead authors of the climate
change mitigation working group for the Intergovernmental
Panel on Climate Change’s Fifth Assessment Report.
Lead authors are responsible for the production of designated
sections of the assessment reports, based on best scientific,
technical, and socioeconomic information available. Plans
call for the Fifth Assessment Report to be finalized in

EPRI to Advise Biomass Council.
Steven Rose was asked to participate in an expert
panel for the Council on Sustainable Biomass Production
and advise the Council on its design of biofuel and biopower
standards as they relate to greenhouse gas emissions and
reductions. The Council’s vision is to ensure that
U.S. biomass feedstocks and bioenergy (both fuel and electricity)
are produced in a sustainable manner. Members include
energy producers, growers, refiners, and environmental

Program 102: Global Climate Policy Costs
and Benefits |

The National Research Council issued the first three
of five reports examining how the United States should
act to reduce greenhouse gas emissions and develop a national
strategy to adapt to the impacts of climate change. |

Setting the Record Straight on Historic
and Projected Emissions. Manning,
M.R., et al. “Misrepresentation
of the IPCC CO2 emission scenarios,” Nature
Geoscience, 2010, 3(6):376-377. This technical correspondence
addresses a recent mischaracterization of Intergovernmental
Panel on Climate Change (IPCC) CO2 emissions projections
that has led to the incorrect conclusion that current
fossil fuel CO2 emissions are higher than those represented
in the climate change scenarios used by the last two assessments
of the IPCC. The misrepresentation has unfortunately already
surfaced in climate policy discussions. The correspondence
is coauthored by EPRI’s Steven Rose and 17 other
scientists. It describes the origin, intent, and use of
IPCC emissions scenarios, and “sets the record straight”
on a specific misuse of these emissions scenarios in recent

EPRI Research Presented at International
Energy Workshop. EPRI’s Geoff
Blanford and Delavane Diaz gave presentations at the 2010
International Energy Workshop, held June 21–23 in
Stockholm, Sweden. EPRI cosponsored the event, and Dr.
Blanford served on the workshop scientific committee as
a codirector. Ms. Diaz ‘s paper was titled The Potential
for CO2 Abatement in the Taiwan Electric System, and Dr.
Blanford spoke on Global Supply Potential from Sectoral
Crediting in Post-Kyoto Climate Policy. For more information,

In this EPRI-cosponsored
working paper, the authors used MIT’s U.S. Regional
Energy Policy model to analyze the economic and regional
effects of different climate change policies. The
analysis showed that higher energy prices resulting from
national cap-and-trade policies “would tend to be
progressive” by placing less burden on lower-income
households and more on wealthier households. |

Group on the use of the social cost of carbon (SCC) in
federal regulations. |

Program 103: Greenhouse Gas Reduction
Options |
. This
EPRI Technical Update discusses the specific greenhouse
gas (GHG) emission reduction requirements that various
sectors—including the electricity sector—may
face under different proposed U.S. cap-and-trade legislation.

Program 49: Coal Combustion Products—Environmental
Issues |
. EPRI’s
research response to the Environmental Protection Agency’s
(EPA’s) proposed national regulation of coal combustion
product disposal was the focus of a research planning
meeting held June 11 in Washington, DC. |

. The FGD products
studied included calcium sulfite from inhibited-oxidation
FGD systems, and both washed and unwashed gypsum from
forced-oxidation systems. |

Characterization |
Information

Program 54: Fish Protection at Steam
Electric Power Plants |
. Technical
Update provides information about the utility of using
variable frequency drives, a technology that can reduce
entrainment and impingement of fish and shellfish at power
plant cooling water intakes by incremental reductions
in circulating water intake flows. |
|
. EPRI is seeking members
interested in participating on a steering committee to
organize the third Thermal Ecology Workshop, to be held
in the Minnesota Twin Cities area sometime in 2011. |
|
Program 55: Strategic Water Issues: TMDLs, Availability, Climate |
. Building on the experience
of using water budgets, water balances, complex dynamic
watershed models, and simple indices, EPRI plans to build
a “Water Prism,” a water management decision
support system analogous to EPRI’s Prism-MERGE methodology
(used to examine alternative technology pathways to reduce
greenhouse gas emissions in the electric sector).
The Water Prism tool will provide a visual that will communicate
clearly to any interested party an understanding of water
availability in a watershed, including management options
for all stakeholders. |

Included will be a decade of information that EPRI
has developed plus information that was developed by others,
including other water use sectors and relevant government
agencies. |
|
EPRI Will Develop Strategic Vision of Proposed
Effluent Guideline Long-Term Impacts. Responding
to advisor requests for a strategic vision, and in close
collaboration with EPRI's Effluent Guidelines and Water
Quality Management Program and Coal Combustion Products—Environmental
Issues Program, EPRI has begun a new project to identify
and evaluate potential long-term environmental management
consequences to the electric power industry of possible
revisions to effluent guidelines and ash disposal regulations.
A draft report will be available in late 2010, and a final

EPRI's National Credit Stacking Survey
Discussed in Forest Service Webinar. In
a June 14 U.S. Forest Service webinar on Ecosystem Services
and Markets, Jessica Fox gave a presentation covering
the recently completed EPRI National Credit Stacking Survey,
providing background on the issues as well as insights
from the results of the survey. Following the presentation,
Ms. Fox led a discussion on stacking and bundling of ecosystem
service credits from restoration, protection, or stewardship

Program 56: Effluent Guidelines and Water Quality Management |
EPRI Supports Members' Response to Effluent
Guidelines Information Collection Request.
EPRI is working to help its members respond to the
Steam
Electric Effluent Guidelines Information Collection Request
sent by the Environmental Protection Agency (EPA) to listed
facilities in June. A cooperative action plan will
emerge from program conference calls and discussions at
the Summer Water & Ecosystem Area Council Meeting,
held June 23–24 in Whitefish, MT. EPA will
use data gathered in the Information Collection Request
to develop a new rule governing wastewater discharges
from power plants. Individual power plants have
90 days from receipt of the questionnaire to respond or

Implications of Mercury Speciation for Flue
Gas Desulfurization Wastewater Treatment.
Evaluation
of Mercury Speciation and Its Treatment Implication in
Flue Gas Desulfurization Waters (EPRI Product
1019867). This Technical Update provides information on
mercury speciation in flue gas desulfurization (FGD) wastewaters
at six coal-fired power plants. This research is part
of an ongoing program to clarify why traditional water
treatment technologies using iron and sulfide precipitation
easily remove mercury from some FGD wastewaters but not

EPRI Evaluates Treatment Technologies for
Removing Mercury and Selenium From Flue Gas Desulfurization
Wastewaters. Pilot-Scale
and Full-Scale Evaluation of Treatment Technologies for
the Removal of Mercury and Selenium in Flue Gas Desulphurization
Water (EPRI Product 1017955). Companies can use
information in this Technical Update to compare five advanced
treatment technologies designed to meet very low mercury
and selenium limits in flue gas desulfurization (FGD)
wastewaters. Researchers evaluated these technologies
at pilot scale or full scale, created conceptual designs
for their implementation in a hypothetical FGD water treatment
system, and developed capital and operating cost projections.

in discussions, note problems that may indicate needed
fixes, and offer suggested enhancements for consideration

Sonic Dissuader Keeps Pileated Woodpeckers
From Damaging Utility Poles. Pileated
Woodpecker Damage to Electric Utility Poles: Evaluation
of the Sonic Dissuader (EPRI Product 1021375).
The Sonic Dissuader is a novel electronic device developed
by Myrica Systems, Inc. (Manitoba, Canada) to dissuade
pileated woodpeckers from damaging utility poles by pecking.
While the time woodpeckers spent pecking was reduced by
70% in cage tests conducted at the National Wildlife Research
Center in Ft. Collins, damage to poles still occurred.
The test results suggest that further improvements, such
as broadcasting whenever pecking occurs, could improve
effectiveness of the device for eliminating costly pole
repairs or replacements. For more information, contact

. Development of a genetically
engineered mouse that accurately models acute lymphocytic
leukemia in children is one of the highest research priorities
of the World Health Organization. |

. The present
paper describes results of a 13-country study examining
the possible relationship between mobile phone use and
increased risk of brain tumors (glioma or meningioma).
EPRI evaluates the strengths and limitations of this study,
whose authors conclude that, “Overall, no increase
in risk of glioma or meningioma was observed with use
of mobile phones. |

. This EPRI Technical Update reviews current information about
potential impacts of power lines on the operation of automotive
electronic systems, including sudden acceleration. |
|
. According to this
Resource Paper, it is possible to control interference
from power-frequency magnetic fields to maintain sharp
imaging in electron microscopes, magnetic resonance imaging
systems, and nuclear magnetic resonance spectrometers.
