Per the policy approved by Mike Howard, all software must be tested before being sent to a customer, regardless of the current development stage.

Authority for EPRI Software Development Policy Memo (278 KB) - "The EPRI software quality requirements are based on the EPRI Software Quality letter dated 09/30/1996 from Ric Rudman to the Executive Leadership Team. The attachment to the letter defines the quality requirements, roles and responsibilities, and the measurement criteria for all new and upgraded software products."
